Freelancers can currently join FREE for a limited time, and apply for jobs posted by employers for only $1 each.  Jobs are within the IT industry and include all related fields to web design such as; web design, web development, database development, online marketing, search engine optimization, link building, logo design, graphic design and many more.  You can post a video of yourself, resume and much more, you only pay if you see a job you want and you also get some free credits when you join that allow you to apply for work at no cost.
